Extract from pp.162-163 of The last colonel of the Irish Brigade, vol.1.
This tells the story of a suitor for Mary O'Connell, before she married James Baldwin in 1762.
The suitor Mr. Herbert claimed to be a relative of the Earl of Powis.
This would be Henry Herbert, 1st Earl of Powis (born 1703, cr 1748, died 1772).
Mr. Herbert cannot be the Earl's son (since he did not marry until 1751). A nephew also seems impossible, since the Earl's brother Richard died unmarried, and his other brothers died young.
Whether Mr. Herbert was real or "an adventurer" is unknown.
